Holistic Case Management in Refugee Resettlement: Designing Integrated Systems for Sustainable Socioeconomic Outcomes
Abstract
Refugee resettlement is a complex process that extends beyond immediate humanitarian assistance to encompass long-term socioeconomic integration. This paper explores holistic case management as a structured approach to enhancing refugee self-sufficiency, well-being, and sustainable socioeconomic outcomes. Drawing on social support theory, human capital development, and systems thinking, the study conceptualizes holistic case management as a multisectoral, data-driven, and culturally responsive framework integrating key components such as housing, employment, healthcare, education, and psychosocial support. The paper examines the design of an integrated case management system, emphasizing government, NGO, and private sector collaboration, the role of digital case management tools, and the necessity of client-centered, culturally sensitive strategies. It further assesses the metrics for measuring refugee self-sufficiency and well-being, including employment rates, income stability, healthcare access, and community integration. Long-term socioeconomic impacts are analyzed, identifying both the successes and challenges of refugee resettlement, including funding constraints, policy limitations, and institutional gaps. To enhance sustainability and scalability, the paper proposes policy recommendations such as streamlining administrative processes, improving financial models, leveraging technology for case management, and fostering community engagement. The findings underscore the need for a systematic, well-coordinated, and policy-driven approach to refugee integration, ensuring that resettlement programs not only address immediate needs but also create pathways for long-term economic stability and social inclusion.
